Abstract

The Healthcare Ransomware Resiliency and Response Program (H-R3P), led by the UC San Diego Center for Healthcare Cybersecurity and supported by ARPA-H, is focused on helping healthcare organizations prepare for, withstand, and recover from cyberattacks. Through a set of practical tools and response capabilities, the program aims to strengthen operational resilience and support continuity of patient care during digital disruption.

What H-R3P Delivers

THE TOME (Tactical Operations Manual for Emergencies)

A clinical operations playbook designed to help hospitals prepare for and respond to cyber incidents. THE TOME offers structured workflows and protocols that support critical operations and patient safety when digital systems are disrupted.

RANSOMWHERE?

A monitoring capability designed to detect and help contain ransomware threats in healthcare environments. By improving visibility and response speed, RANSOMWHERE? is intended to reduce operational disruption during cyber incidents.

CRASHCART

A deployable emergency response capability designed to help rapidly restore hospital connectivity after a cyberattack. CRASHCART supports continuity of care when primary digital infrastructure is unavailable or compromised.
